I have pretty dark skin, like medium brown. Is the Homiley IPL safe for me? I heard some IPLs aren't good for darker tones.

Their return policy is pretty standard, I think it's 90 days. As long as it's in good condition and you have all the stuff it came with. I haven't done one myself though.
